Job Summary
We are seeking an experienced IT Analyst to support the planning, governance, and optimization of the IT Project Portfolio for the State of Kansas. This role will work closely with IT leadership, Project Managers, Business Analysts, and cross-functional teams to ensure projects align with strategic business objectives, maximize portfolio value, and improve IT service delivery.
The ideal candidate will have strong analytical skills, experience with IT project portfolio management, executive reporting, resource planning, and project governance within a complex IT environment.
Key Responsibilities:
### Portfolio Analysis
- Evaluate project proposals for strategic alignment, resource impact, and ROI.
- Perform cost-benefit analysis, capacity forecasting, and scenario planning.
- Analyze project interdependencies, resource conflicts, and portfolio bottlenecks.
- Collect and validate project status information from stakeholders.
### Portfolio Reporting
- Develop executive dashboards, reports, and portfolio KPIs.
- Prepare management-level portfolio reports and visualizations.
- Communicate portfolio status, priorities, risks, and changes to stakeholders.
- Monitor portfolio health, including schedule, budget, and risk metrics.
### Portfolio Governance
- Support project intake, prioritization, and governance processes.
- Track project lifecycle milestones and governance compliance.
- Document portfolio review decisions, action items, and changes.
### Tools & Data Management
- Maintain portfolio management tools and project databases.
- Ensure data integrity across financials, schedules, and resource assignments.
- Develop and maintain templates for project charters, status reports, and scorecards.
### Process Improvement
- Improve portfolio management methodologies and governance processes.
- Recommend enhancements to increase transparency, efficiency, and value realization.
- Support continuous improvement initiatives across the PMO.
Required Skills & Qualifications
### Portfolio & Project Management
- 3+ years of IT Project Management or IT Project Portfolio Management experience.
- Strong understanding of PMBOK, Agile, and Waterfall methodologies.
- Experience supporting PMO or Project Portfolio Management functions.
### Data Analysis & Reporting
- Advanced Microsoft Excel skills (Pivot Tables, VLOOKUP/XLOOKUP, formulas).
- Experience creating dashboards and reports.
- Power BI, Tableau, or similar visualization tools preferred.
### Financial & Resource Management
- Experience with budgeting, cost tracking, variance analysis, ROI, NPV, and IRR.
- Resource capacity planning and utilization analysis.
- Ability to support project prioritization and investment decisions.
### Governance & Risk Management
- Experience with portfolio governance and project intake processes.
- Identify and report portfolio-level risks, dependencies, and constraints.
- Business case evaluation and project proposal review.
### Stakeholder & Communication Skills
- Excellent communication and executive presentation skills.
- Experience preparing executive-level reports and dashboards.
- Ability to collaborate with leadership, PMs, finance teams, and business stakeholders.
Preferred Qualifications
- Bachelor's Degree (preferred).
- CAPM, PMP, PMI-PBA, or State of Kansas Project Management Certification (preferred).
- Experience working with State or Federal Government projects.
- Familiarity with Change Management principles.
- Experience with Portfolio Management tools such as:
- Planview
- Clarity PPM
- ServiceNow ITBM
- Smartsheet
- Microsoft Project Online
Required Experience
- Bachelor's degree with 3+ years of IT Project Management or IT Portfolio Management experience,
OR
- 5+ years of IT Project Management experience in lieu of a degree.
