Job Summary
We are seeking an experienced Lead IT Procurement Officer to manage end-to-end IT procurement activities for a State Government agency. The ideal candidate will have extensive experience in IT procurement, business analysis, project management, and State Government procurement processes.
Key Responsibilities
Manage IT procurement and contract management activities.
Ensure procurements comply with State laws and Information Technology Services (ITS) procurement guidelines.
Research, evaluate, and acquire IT products and services.
Prepare and manage Request for Proposals (RFPs).
Create procurement solicitations for IT software and services.
Review, evaluate, and score vendor proposals, bids, and quotations.
Analyze procurement options and recommend the best solutions.
Coordinate with ITS on procurement oversight and IT initiatives.
Work closely with internal stakeholders to gather business requirements.
Communicate with vendors and procurement partners throughout the procurement lifecycle.
Required Skills & Experience
10+ years of experience gathering, documenting, and communicating business requirements and/or user stories.
10+ years defining and documenting business requirements, workflows, and business processes.
10+ years organizing project teams and managing work plans across multiple projects.
10+ years as a Business Analyst and/or Project Manager.
10+ years working with State Government.
10+ years creating procurement solicitations for IT software and services.
Preferred Skills
Certified Mississippi Purchasing Agent (CMPA) Certification.
Basic Requirements
Bachelor's Degree.
Strong understanding of IT procurement, contract management, and RFP lifecycle.
Excellent communication and stakeholder management skills.
Work Authorization
Candidates must be able to work onsite in Mississippi.

- Certified Mississippi Purchasing Agent (CMPA) Certification.
